There is a Galactic Plane, it's the plane that most of the stars in the galaxy fall on. It's kind of what happens when you spin things.
Here's an experiment. Connect ten tennis balls to bits of string. Hold the string and spin round. I absolutely guarantee all the balls are spinning in the same plane.

Yes, but when our solar system crosses the equator, our magnetic polarity will reverse.
In your balls on strings experiment, there will also undoubtedly be an amount of oscillation. That is, the balls will not swing in an absolute flat horizontal plane. They will begin to oscillate up and down slightly above and below the plane.
I'm guessing it's some kind of horizontal vs. vertical centrifugal oscillation due to gradual loss of angular momentum?
