I saw that in a game earlier this season. Did they build an outdoor stadium on campus? And why the fuck would they build an outdoor stadium?

I think Northern Arizona plays in a dome, as well as one of the Idaho teams. Houston has played in the domes there, but I don't know if that's the Cougars current home field.
Minnesota plays home games in the dome, or did.
And when the U. of San Antonio starts playing ball next year, I think they'll play in the dome there.

College regular season is done by early December. Most teams won't play more than two home games after mid-November.
Six home games, or seven, and in most places you might get one game of really horrid weather late in the season. I'd say a dome is an unnecessary expense.
