Both were dumb but Bewitched at least kinda sorta made sense because there were legitimate reasons for hiding her powers. Jeannie wanted to use hers all the time but that wimp would never let her for reasons that were never exactly clear other than he was a big pussy.

She couldn't out herself as a witch. This was brought up many times in the series but they both at times did want her to use her powers for various reasons.
Jeannie had no problem being outed. She just didn't care or to be more truthful she was too stupid to care because let's face it, she was dumb as a bag of hammers. Maj. Nelson wouldn't let her because he was afraid of losing his job. No other reason. He could have the world but was afraid he'd get fired.
