I have a question for all. If the cop didn't feel threatened, then why did he shoot? Even if he is a sociopath incapable of feeling hesitant (before) or remorseful (after) about taking a life, why escalate and give himself paperwork?

That's what it looks like. Scott had a head start and the cop caught him one time. He probably didn't have the wind for another sprint.

I think the cop got frustrated and in his warped mind thought why not just shoot him to end the situation. He'd already chased and tazed Scott once. Now he was on the run again with the likelihood he would have to fight Scott when he caught him again. The cop probably in that moment saw it as the easiest way to end the situation.
And he obviously didn't have the brains just to let him go and to have the registration traced on the Mercedes the guy was driving--and the car fingerprinted if it turned out to have been stolen. The cop must have been living in a bubble protected from any news not to know he didn't want to be swept up in this, inconvenient video or no inconvenient video. (hint, hint, the rest of you SC cops.)
On the flip side, much of this is happening because the agitators are conditioning black guys to mouth off and somehow resist (even the gentrified black UVa student mouthed off in a challenging and obscene way when ABC officers confronted him outside a Virginia bar that he was too young to enter). In the long run, this will help get the police under control. In the short run, there are some black guys stepping up to be martyrs--egged on by the agitators.
