I remember reading somewhere about risks and for general population it was about ~1.5% and incest cases risk rose by ~1% difference (~2.5% total). Can't remember where, but it's still marginal.

in cultures where it's common practice to marry first cousins, the risk increases with successive generations. it was looked into in britain when it was perceived as unfair that families who knew the risks still continued the practice. the argument was mainly to do with burdening the NHS unnecessarily.
