What happens is Obama and Biden meet after the president returns from visiting the superstorm victims in New York. There's a lot of background noise, but you can hear Biden say "You're doing a heck of a job, Blackie" when they shake hands.
I guess he was mocking W. after Katrina, but it's hard to tell with Biden.
