It makes a lot of sense for the EPA to add one more hurdle to the anemic US economy in the name of saving the planet as the rest of the world increases coal production and use. After all, we have had such good luck over the years leading by example.

Or just build one with a scrubber. Sure you'll have to charge slightly more, but it's not like another energy company can just build a power plant across the street and undercut you on price.

Do you have any clue how long it takes to get the design and permitting done? Just ask the Keystone Pipeline people.

Market forces have the price of natural gas so low investors are giving up on new coal plants. And there's far less regulation with natural gas plants since they don't create any of the pollutants that coal plants do, save CO2. And they produce only half as much CO2 per megawatt.
