If you look at history as Americans, white people have enslaved the African Americans (generalized slavery), the Chinese/Japanese with railroads (know your history), sweatshops, and slavery in whorehouses, our own race (back then, known as indentured servants), and the current ethnic origin of Mexicans, working as non U.S. citizens in the fields as 'Migrant Workers'.
It's still slavery. So probably white people are still probably the most racist.
EDIT: Let's not forget the native americans we stole land from, or the 'Terrorist' country of Iraq.
Discrimination and disenfranchisement takes place between many different ethnicities, clans and tribes (slavery can happen to white people too, for example historically there was the Moorish kidnappings of the Cornish, but also more recent cases of sex trafficking.) Discriminating against groups allows you to disenfranchise them, which allows you to also artificially deflate the economic value of their labour; this is of obvious benefit to the unscrupulous businessman/government.
