In art-idiot terms, if you would, lol. I see an awful lot of different colors, but that in itself isn't necessarily bad.

What I don't like about this one is that there are too many colors that don't work well together. I hate that neon green and orange together too.
It's also very flat and overly simplified.
But what it really boils down to, is that this person has no color sense, nor the creatvity of a more advanced artist...my point is that some students of the genre are more talented and work more hours/ weeks on their pieces. Some of the formulas that they create are more complex than others.
However, beauty is in the eye of the beholder. ^_^
