do any of you have recommendations on where I can get a nice quality collar online? I haven't found anything to my liking on amazon.

The Literotica store has a nice selection, but I don't know their shipping policy outside the United States. Have you looked there?

I first read this as "college recommendations," and was wondering whether there was a difference with regard to BDSM between them all...

depends on what you want to spend. If you're looking for an incredible custom made steel collar (with the possibility of jewels) and don't mind spending a bit, upwards of $130-$200 I cannot recommend www.ringofsteel.com enough!!! If you're looking for an inexpensive, adjustable starter collar, I'd just hit amazon or ebay.

Also, be sure to check carefully in the pics/descriptions about sizes and/or locking or not. There are snapping: collars, buckling non-locking collars, locking collars etc!

ETA. I didn't ask the function of the collar. Is it for restraint play, to be worn at play parties / clubsas more of a costume item or is it for everyday wear?
